You define a custom start layout and allowed apps list in an XML file, then apply it with Set-AssignedAccess PowerShell cmdlet. This is not available through Settings GUI. windows 11 kiosk mode

While single-app mode is easiest, Windows 11 supports configurations. This allows you to create a custom "Start Menu" with only 3-4 specific allowed apps. This is ideal for frontline workers who need a web browser, a time-tracking app, and a calculator, but nothing else. This currently requires using a configuration XML file or Microsoft Intune.
