Elara reaches the main airlock. She is confronted by DIRECTOR CALEB , the human face of the Sanctorum. He isn't a villain in the traditional sense; he truly believes he is saving humanity from its own destructive nature. He argues that the outside world is "wild, dangerous, and chaotic," whereas the dome is "safe and ordered."
As Elara climbs higher, The Shepherd begins broadcasting hallucinatory frequencies through her mandatory visor. She sees visions of her dead parents begging her to stop; she sees the outside world as a hellscape of fire. She has to physically break her visor to break the illusion.
